Joseph Allen Phipps was born to Silas G. and Tolitha Pipes Phipps on 23 November 1865 in Huntsville, Missouri. He settled in Tooele County, Utah, in 1898 and married Clara Gundry on 1 May 1901. Phipps established the first hospital in Tooele in 1910 and practiced medicine there until 1925, when he moved to Salt Lake City, Utah. He was a member of several associations, including the American Medical Association and the Tooele Rocky Mountain Masonic Lodge. He died in Salt Lake City on 1 August 1951.[1]
